Johnny Hulin

Executive Director, RSPS, PSS

Johnny Hulin has been the Executive Director of the Willie Carter Community Outreach Center for over 25 years, championing causes like literacy, food insecurity, and recovery support for people with mental health and substance use disorders at local and state levels. With more than 35 years in long-term recovery, Johnny’s mission is to help individuals, families, and communities achieve wellness through peer recovery support services.

I want to be that person for others, to remind them that hope and strength are always within reach. Seeing them take steps forward, no matter how small, brings me indescribable fulfillment. This work isn’t just a career—it’s who I am.”

Emanuel Preston

Outreach Operations Consultant

I have been associated with the Willie Carter Community Outreach Center for 27 years, starting my involvement in 1997 as the Texas State Coordinator for One Church One Addict. Originally from Port Arthur, TX, where I attended Lincoln High School, I also served in the US Air Force before embarking on a 31-year career at DuPont, working in various managerial roles within human resources and safety. After retiring from DuPont and taking a brief hiatus, I joined Spindletop Center as a Program Director, where I developed a passion for Recovery Support Services. In 2019, I retired from Spindletop, obtained my LCDC license, and now serve as a consultant at the Carter Center. Here, I provide HR, Peer Supervisor, and LCDC services, alongside training Recovery Coaches to aid those with Mental Health and Substance Disorders.

I find immense fulfillment in aiding clients at the Carter Center to regain balance and develop necessary coping skills. Our collaborative efforts with partner organizations also enhance the services we provide, contributing significantly to the Port Arthur community.

Paul Hulin

For the past 20 years, I’ve had the privilege of serving the community through the Willie Carter Outreach Center. As a certified recovery coach, I find deep purpose and fulfillment in helping others on their journey to healing and growth. I’ve been blessed to witness families reunite through recovery and individuals fall in love with life again. This work is more than a profession—it’s a calling that gives me confidence, inspiration, and a lasting sense of purpose.

Tyler Crout

Outreach Coordinator

Since 2019, I’ve had the privilege of serving the community through the Willie Carter Community Outreach Center (WCCOC). This opportunity has allowed me to be a part of the community in ways I never imagined for myself. I’m passionate about helping others and spreading joy, just as those who have supported me in my own life have done. Being a team member at WCCOC is truly fulfilling because it allows me to give back and make a positive impact on the lives of others. I’m proud to be part of an organization that brings smiles and hope to so many.

Heather Ramirez

RSPS Coordinator

I am currently the RSPS (Recovery Support Peer Specialist) Coordinator at the Willie Carter Outreach Center. I have had the privilege of working as a Peer Support Specialist since 2019, supporting many individuals throughout the years from diverse backgrounds and various
situations. What I love most about my role is that it allows me to be the person I needed the most when I began my own journey. The opportunity to guide others, provide support, and offer encouragement is incredibly rewarding. Every day, I’m reminded of the power of community, and I am honored to be part of the journey for those we serve.

Outreach Assistant

I really enjoy being an Outreach Assistant here at the Willie Carter Center because of the love I see here for people in need. It gives me a purpose and direction to be able to help make a difference in our community. It brings joy to see an individual who’s need was met here, and see their smiles while with us.
